Converting HTML to PDF on Server

I've been tasked with extending an existing web application, which that takes owner addresses generated from a buffer search and outputs them to a downloadable text file for mailing labels, and asked to provide the list in Avery Standard Label format.

My first intension was to use Word on the server with VBScript or Visual Basic on Windows 2000 IIS 5.0. But I ran into too much trouble with security, and MS recommendations against such. So I choose to go with ASP/VBScript and generate the addresses in HTML in a table formatted as label 2160. It works, printing from MY browser (margins .25), but the format lacks from browsers with margins set otherwise - of course. I really wish to take the HTML to PDF or control the clients printing-margins, and hopefully resolve my printing issues.

Anyone have a solution, perferably code?

How much time and $ can you spend?
We use activePDF at work, and generally find it quite good (except for unicode).
