Constant Arp Requests

I am having an arp issue. A third of my network trafic is this same old arp request. The funny thing about this is that it is comming from only one machine and asking for the mac of that machine. This is a Windows 2000 server. It is running as our email server and firewall. we Have a windows domain but this particular machine is stand alone on this network. I have tried putting a static arp entry and this didn't solve it. I am hoping that someone has the answers...

There is never a reponse, just constant ARP requests.

I don't know a darned thing about Windows servers, but sometimes routers send out what is known as a "gratuitous arp" to let everyone know of it's presence. It looks about exactly like the one you pasted above. Perhaps there is somewhere on the server to set the period of such a gratuitous arp? Just a thought...
