Client Access Licenses

Whenever I try to enter in the number of client access licenses on my PDC, it will just sit there until I close it through the task manager. Can anyone figure out why this is? The only unusual event in my installation was that when I set up the Domain on a fake IP address and then later relocated it to a real IP. Are there any settings that I may have missed maybe in the registry?
