CICS 4.1 Inbound calls to Line 2 seize Lines 1 & 2

I have a problem with a CICS 4.1 that has me scratching my head, maybe you guys can help.

When a call comes in to the system on Line 2 I get a half ring and both lines 1 and 2 show as in use and cannot be answered. The caller hears a telco message saying the call cannot be completed and they are dropped. I pull line 2 off of the system and attach to a butt-set and inbound calls work just fine.

This sounded like a bad trunk card to me but replacing it did not resolve the issue, a known good trunk card does the same thing. I thought there may be a problem with the backplane so I replaced the CICS cabinet but this did not resolve the issue either. I replaced the 25-pair cable and amphenol to the demarc as well but the problem persists. I even got the telco to change the underground to the demarc but I still have this problem. In short I replaced the underground to the demarc, 25-pair and amphenol from demarc to CICS, trunk card, and CICS cabinet and the problem remains.

The only thing I have not changed is the software cartridge, does anyone think the software might be causing this to happen?

I should have mentioned that I moved line 2 to the line 4 port and it works just fine...
 
I would cancel redirect on line 1 just in case.
if no dial tone on line 2 because you moved it then it wont redirect.
Just a thought, better to clean your programming then use a cheater fix.

Possible cross on lines from telco you have to get on both lines and monitor incoming calls to hear for ringing.
 
I would take 2 butt sets and connect to lines 1 and 2 somewhere between telco RJ21x and Norstar. Go off hook on line 1 and monitor line 2.If you hear anything at all on monitored butt set trouble
is not in the Norstar. You may also want to reverse and monitor line 1 while making a connection on line 2.
Got a feeling this is something silly. Been there, done that.
