Can't dial 9 - call denied 1

Have mercy on me, I am an IT guy, trying to work on a Merlin Legend in Hybrid/PBX mode. We have a new person and assigned them a phone, but when they try to dial 9 they get a dial tone, but once they start to dial the number the phone says call denied. No other extensions have this problem. I am a complete newbie on the Merlin system, so detailed instructions would be appreciated!

Thanks for the link! It was an ARS restriction with an FRL of 0. I changed it to 3 and all is well. Many thanks.
