Cannot access internet with Norton Internet Security

I have a Dell computer with Win XP home. I cleared out all the viruses on the drive. There is no anti-virus software on the computer. So I loaded Norton Internet Security. Now when Internet Explorer opens it is a blank page under the toolbars and the timer just sits there timing beside the cursor. I uninstalled the internet security and was able to access the internet. As soon as I re-installed the internet security, I cannot access the internet and it just sits tehre again timing on a blank page in IE. Any ideas?

You will need to change the access rights on Norton Internet Security to allow certain programs etc to have access.

Any ideas as to which programs may not have access that are stopping it from accessing the internet that need to be changed?

You need to grant access to internet explorer and such programs. You should maybe read the help file
