Calls from vector does not go to voicemail, but does if station called directly 1

Hello,
Here is my setup:
station 1609, has Coverage path 609
Coverage path 609 > 2 rings then go to vdn 7914
VDN 7914 > Vec 792

Vec 792
Collect 1 digits after announcement 7913
route to number 7912 with cov y if digit=1
route to number 1620 with cov y if digit=2

station 1620 has coverage path 4
coverage path 4 > ring 4 times, > coverage point1 > h99 (voicemail)

If I call station 1620 directly and they don't answer, after 4 rings, it goes to voicemail

If I call station 1609, goes to VDN > Vector and I press 2, it rings 1620 like its supposed to, however, when not answered, it never goes to voicemail.

Trying to figure out why it is not making it to the voicemail.
Any suggestion/idea would be greatly appreciated

 
Update

I ended up changing my vector to route 1620 to the fully qualified PSTN number. Essentially going out and back in. When I called our support team, they are telling me since the original call was already covered at 1609, you cant cover that again at 1620. Apparently Avaya cannot do cover of a cover.

If anyone has other way of doing this, please feel free to post.

While I'd like to just give the simple answer of yes, you can "double-cover", it is not that simple. Depending on how the PBX is setup you may definitely have issues. For example, Maintain SBA At Principal can cause significant heartburn. You also didn't identify the type of messaging system you have.

One solution would be to have a coverage path setup for your stations which use the vector messaging step. It can be set to send to the active extension or use variables.
 
The Cvg Enabled for VDN Route-to Party field on the Coverage Path screen allows a
second redirection (if needed) when a route-to command with cov = y vector step
processes a previously covered call routed to a VDN. The default is n which retains the
single redirection operation. If you set the field to y and the call has covered only once,
the call redirects again as though the call was placed directly to the VDN. For example,
the following second redirection can occur:
a. the destination has a coverage path or another redirection feature.
b. the calling user presses the go-to-cover button while the destination rings the
principal phone on the second coverage path. The call stops ringing at the
second principal phone and moves to the next coverage path.
c. the second principal phone's Hunt-to Station path is checked for possible hunt
before coverage or hunt after coverage redirection.
