We have a 2000ivs2 where a 8 button dterm phone that the answer and message waiting light is blinking.Had to reset switch to fix, is their a better way, thanks.

This is a feature called Dterm to Dterm messaging. most people clear this by using the search feature this is assigned to a code in cmd 200 so you will need to step through the codes in 200 till you find the code set to A146 (IVS2 and later). you then dial this code into the offending phone followed by 3 (3 means delete). You may need to do this more than once as there can be more than one message set.

A cleaner way of dealing with this if you have voice mail is to disallow the feature in the SFCs you use (cmd 15). Just restrict anyone from setting it (don't restrict your voicemail extensions) and you won't have the problem in the future.
 
Actually what you are describing is an FP/BUS traffic issue. In some situations on the IVS2 (more often on the IVS) the message from the MP to the FP to clear the lamp/key status for the Dterm is not received.
The station stops ringing as the call was answered elsewhere in the PBX. This is common with the TAS feature.
The only way to cure this issue is reset the associated FP or the MP as you said you did. This problem is mainly seen when there is more than 2 PIMs.
The issue was corrected with later versions of the IVS2 and is not an issue with the IPS.
The "Dterm to Dterm messaging" (also known as Message Reminder) does not cause the Answer key to flash and cannot be cleared with a PBX reset.
