How do you set an authoritive or none-autoritvie domain on dns. I am confiused

Authoritative says "I am in charge and I have the answers", meaning the records exist on that DNS server. That doesn't necessarily mean the rest of the Internet thinks it is authoritative, however.
Non-authoritative is everything else I am not in charge of.

Is there a way to set authoritive or as long as you create the DNS zone it becomes authoritive?

Right, as far as that server and the clients that use it it is authoritative. This is a common setup for a split DNS.

Of course only your DNS server and clients pointed to that DNS server think that. Not the rest of the Internet or clients not using that server (either directly or by forwarding or delegation)
