ASAP vs ALAP

If the project is running late all is well, but if the project runs early the ALAP tasks don't adjust to the left, they just stay put. The ASAP tasks do not seam to be able to adjust to the left if the opportunity presents itself.

What am I doing wrong?

Of course they stay put. You said you wanted them to start as late as possible.
