alow 911 only

is there a simple way to allow only I/C & 911 calls form a group of sets. I see the allow tables but is there a more simple way

Disallow table 1, entry 01, use the "wild" charcter (the hold button) and Enter.

Assign disallow table 1 to the extension.

Make sure 911 is in the Emergency list.

Users can get outside dial tone, but if they dial anything other than 911, the call gets waved off.
