ACT! will not open

I am running ACT! 9.0 SE with Outlook on an XP Pro machine. When I attempt to load ACT!, an hour glass pops up for a second, but nothing happens. I have run anti-virus and adaware, run all the updates for Windows (It wants to install an update for Server Express, but that is not even loaded on this machine) and done several re-boots. I have even done a complete unistall and re-install. Same result. ACT! is running fine on all of the other computers. Anybody have any ideas?
 
Are there any errors in the Windows Event viewer?
What anti-virus are you using?
Does it show anything running in the Task Manager?

I am having the same issue. The task manager shows actsage.exe at 50% utilization but there is no graphical display for the app. I have reinstalled 3x but still get the same issue.
 
thread892-1375310 might help.

If actsage.exe is loaded but no GUI, try to end it and restart the application.
