ACT 7.0 not installing

For various reasons we needed to install (not upgrade) one of our machines from XP-Home to xp-Pro. We then installed all the updates, MS Office 2003-Pro, and all it's updates, everything worked great. We started to reinstal ACT and got the message ".net Framework not installed", so we told ACT to install it... it did.

Now we are getting the error that Windows was not installed correctly and ACT install quits. All of our tests and research indicates that Windows is fine. We have even reinstalled the .net framework from Microsft's downloads.

Anybody know what ACT's problem is?
