Acess to Oracle DB via web page error message

I get this error message "Microsoft OLE DB Provider for ODBC Drivers (0x80004005)Specified driver could not be loaded due to system error 5 (Oracle in OraHome92).", when i try to connect to an oracle database via a webpage. But can connect using the same conecion string with my VB app. Pls what could be the problems. Note also that i am able to use the same web page to connect to SQL database. i need help
