Access Reports and visible toolbars

I am in the process of developing an access system. AS part of that I have disabled all command bar to try to restrict user movement etc.
I have created a custom toolbar which has some of the use ful proint preview option on it.
I then run a report from a form using the preview and dialog options. I also maximize on open.
The preview looks fine. all the restriction I want are in place.
I would just like my custom toolbar to be visible.
Once I close the report I can see the toolbar on the form, so I know the enabling works OK.
I just can't understand why I can't see it on the report preview.

Can anyone help / advise
