6-7 second delay on outgoing calls

I am working on an issue that I am having. Recently they changed to a new LCR provider and ever since then they have been experiencing a 6-7 second delay befor the call rings when dialling out. I checked the ARS table and the maximum numbers that were allowed on outgoing numbers was 11 I changed this to 15 to compensate for the 4 LCR digits 1840. This has not fixed the issue. I have made test calls by taking the LCR digits out of the route pattern but they are still getting the delay. When they dial using the TAC or press # at the end of the dialled digits the call rings right away. So I am thinking it must be something to do with the switch but I cannot think what.

is your LCR company using a code or CPS. these days they do not use codes so much. Might be worth posting your ars tables and route patterns. Out of interest what happens when you leave your digit legnth to 11 and your code still in place. And also what happens when you take your code out of the route pattern and put your digits back to 11 so they rout out normally do you get the pause.
 
if you have 2 entries that were similar in the ARS pattern ( I cannot imagine why, but perhaps something like the interdigit timout is occuring - perhaps either in your switch or the network switch waiting for additional digits, then timing out )
 
I have found that if any number dialled that is local for example a number 01274 252914, if i leave out the STD code (01274) the call rings right away.
