#208 bizar issue

I've got ACS R8 & Messaging R.8. Line 7 is assigned to x20 via #208. #310 assigned and VM box. Line 7 is NOT assigned to #206.
When you call x20 internally it goes to x20 VMbox. Call in on line 7 with x20 DND button pushed, goes to VM box. When VM cover rings (#321) at 1 or 2 rings goes to VM Box.
But when you change VM cover rings to 3 or higher something else answers line 7.
Sounds like a VM port when not assigned yet. You get, "Your call is being transfered. Your call cannot be completed, please try again". Its not the line, we've simulated by putting a phone cord from x19 into line 7 port and calling x19, rings thru like a regular call.
So internally and no ring, 1 or 2 rings it works fine. When bumping up the rings to 3 or more, VM port or something is answering it.
Catalyst has said to assigned L7 to #206 option 3 (VMS line cover). We tried it and still no change. I've never used option 3 (VMS line cover) with #208 ( line cover ext.) in 9 years of working on Partner. The #208 has been just fine.
Anyone have any ideas what this is?
 
From what I read you jumped x19 to line port 7 and it works, that's not the line but the co port on the partner that tests good, suggest you leave line off ACS and ring into it there may be something else on the line alarm/old co dialer or maybe co call forward? Try that first.
 
Making a jumper from x19 to L7 just to give us the "simulated line coming in". But it works at DND or 1-2 rings but doesn't at 3 or more rings. There is no physical 555-1234 number plugged into the system yet.
This simulated process work fine with the other lines going to the auto attendants, nust not to a mailbox after 3 rings.
 
I always use #206, option 3 when covering a line to an extension. I didn't know it would work otherwise.
 
unplug the line and call it, it might be call answer on the line or the neighbours answering machine that is illegally connected :)

Very slight detour.... Which revision voicemail does the system have? I thought that the R7 is the current version of the Avaya Partner Messaging.

If it ain't broke, I haven't fixed it yet.
 
It could be that a burglar alarm is answering the line if you are calling back and forth too quickly!

What is your transfer return set at? ( #105 )set it higher to do your test
 
I guess I did not consider an Auto Attendant Voice when I mentioned alarm.
