1700 problem

I have two 1700 units with a T1 card in each I am trying to hookup two old NEC Electra 192 system, the chain goes something like this, system A, hooks to the 1700 T1 prort in WIC0, the Ethernet port Connect to a Media Converter, then Fiber, back to another Media converter at the opposite end, to the 1700 ethernet port and back out the T1, the media converters see each other and they see the 1700's on either End,(as indicated by link lights) however when hooking up the T1 to the system the Carrier Detect light never comes on the 1700 and the T1 alarm on the system never goes away what am I doing wrong or what should I be looking at ?
 
First guess would be clocking - If I read that correctly the NEC Electra's (sorry have no idea what they are!) are on the T1 port - they probably expect data clocking to come from the DCE device (1700 in this case)

Look at the interface clocking and (if possible) set them to supply clocks.

the NEC is a really old system (10+ years)
in my case there are two electra 192 systems that connect with some "dumb" media converters on either end, so I have to imagine that one end is clocking and the other isn't, . . . what would the command be to look at the T1 to see if it is sending a Clocking signal on the T1
