Anyone,

On a Definity I can dial a trunk access cord of one of my PRI's and get dial tone from that DS1 card.
Can you do the same on the Merlin Legend R6 v10 with a 100D?

Yep. Put the PRI trunks in a pool, say 895, and give a particular extension a "dial out code" of 895. From that extension, dial 895, get PRI dial tone.
