0 byte lock files are appearing in production folders (cant remove)

I am noticing 0 byte lock files from time to time in various folders since they applied an operating system patch about two weeks ago. Is anyone else running into this situation? You are unable to delete the ldb file.

 
Normally after a reboot will allow you to delete the ldb file

No...that does not allow us to delete. Our systems people installed an operating system patch two weeks ago, and since then, we experience this intermittently. Sometimes the users leave with the database open (perhaps at a menu).
