Microsoft has a product MIIS(Microsoft Integrated Indentity Server). The free version can be downloaded from Microsoft to sync between two ADs. The Enterprise version will sync GAL between 5.5 and 2k but can cost$$$$$ per processor.
I ran the nsrlic command in verbose mode and below is what I found. The SQL instance is taking one of the cluster licenses.

We don't use staging but.. question about cluster licensing. We are running 6.1.3 on W2K server with W2K SQL and W2K Exchange cluster clients. When I run nsrlic I get our virtual SQL instance taking one of our cluster client licenses. What is your license use for your clusters?
