Here is the latest update. I could not find any errors in programming, or a problem with the t-1 cross-over cable. I moved my cards an reprogrammed everything. Everything is now working properly. Thanks to everybody who took time to give feedback. I appreciate it.

My clock source on the main switch is set to slot 13 (100dcd card) internal, and my clock source on the remote switch is set to slot 4 (100dcd card) loop. There on no other T-1's or PRI's on either switch other than the point to point.

Both cabinets are grounded at the power supply. I have tried resetting all cards in maint., as well as physically removing and reseating them. The system has been in place and operating for approx. six years with now environment changes.
The static is on intercom dial tone on all single line ports (intermittent on some ports). This is with me going off hook with my buttset at ksu. Static seemed to start in the second cabinet, but now is slowing showing up system wide. I removed all physical station and trunk connections...
