Trunk still OOS-NE and Sig Group still not coming up with loopback jack connected at the CSU. Tested board and all test passed. I've busied, tested and released (results passed), but still OOS-NE.

Done. "status sig 3" still out of service. How do I bring it up with a loopback jack? Can it be show in service with a loopback jack?

When I change is to "n", more fields pop up: Trk board and inteface ID...also secondary D channel. How do I populate those fields?
