I have heard that Siemens has some problems with their 4000 product and IP. That said, they have come out with a 8000 product that is a soft switch that seems to be good and easy to manage.
Don't forget about the Samsung product. It can do TDM/VOIP, IP networking to your 5 sites. Their IP phones work very good and are pleasing to look at. Use Adtran products (Cisco language)and the Samsung for a reasonable price for an installation and support after.
You might also check out the Samsung iDCS100. It can do a mixture of both TDM & IP from the same box including networking other systems, has a built in attendant w/voicemail. The after sale purchase of equipment is reasonable also.
