on the remote agent utility, make sure you have the correct IP or server name under the "publishing" tab. Also you might have to set the publishing interval to maybe 5 minutes until your backup exec server sees the server pop up on the backup selection list then set it back to 240 minutes or so...

If you had account auditing turned on you will be able to see events like this, including time/date..etc
You can enable this in your Domain Security Policy for future tracking. As far as trying to find a history of this being changed without some type of auditing of these events i wouldnt think...
