Valid workaround, but I'm not up for creating that many short codes for a feature that is supposed to exist.
Got nipped by this one myself once.
Try setting passwords for each user on the User page.
I came up with a strong, yet memorable, password.
Typed it into notepad, then copied it and pasted it into each user.

I have this same problem happening at 5 different sites.
4 of the sites are running 8.1.73 and one site is running 7.0.23, all on IP500v2.
All sites use 96xx telephones.

You should be able to log into KRS and change the DOR (Distributor of Record) to your company. Once your company is the DOR, you can see the keycode generated against the Sys ID for the PRI Enabler.

You haven't really provided enough detail for complete instructions, but the DIY basics are...
1) create a route that uses the VoIP trunks with a DN type of public
2) define the destination codes (dialed digits) that will use the route from step 1
3) define a destination endpoint in the ip...

Sounds like an issue with IIS or World Wide Web Publishing service.
A simple way to test both is to open URL http://localhost
You should get some IIS pages.
If these pop up, IIS and WWW Publishing are working.
If not, check Service Manager to make sure both services are running.

Configure the public OLI for each set.
If the configured number is not being sent, contact your Telco provider. They are not passing the CLID being sent.
Try it as public.
I don't think you can tag the TON as private without MCDN.
MCDN is listed as a requirement. My experience is that without MCDN you will not get private networking or site to site CLID.
