Start up in safe mode, look at the device manager and remove any duplicate or not needed devices. 98se at times places duplicate devices and the sure way to remove them is in safe mode. Guess Windows gets confused when more than one device is listed.

Are you running any host file restrictions? When you try to access the page does the page have a circle with bar in the status bar? That will tell you if it is being restricted by settings or there is a program such as spy ware blaster installed.

Are you using a pop up blocker? Most of the time when a machine warns a person to go to a site it is because of a browser high jack. I would try installing and running Spy Bot Search and Destroy. Leave the setting at defult, do not change them after instalation.
