The only other setting for 48, 56 or 64 kbps that I see is switch 11 #3 and 4. I did not look this morning to see how my card was set.

I do DFTD/RALM pretty much every day, except weekends. The problem must be the CCIS failures. At roughly one per minute it would only take 8 and a half hours to fill the buffer. I'll clear it when I leave this evening (at 1700) and see if it flips CPUs tonight.
