Have you tried using a different terminal device or connecting with a laptop/PC and a terminal emulation program? Proper serial settings to connect should be 9600,8,N,1,VT100/VT220.
Are you replacing like for like VGMC? If it's the same P/N you can take the CF from the old one and use it on the new one. It contains all the software and settings you need. Just remember to change the MAC address of the ELAN interface in Node programming and retransmit the node information...
Check your transport type for each endpoint in NRS. BCM can only use UDP, where a CS1K can use either TCP or UDP. Change the CS1K to use only UDP in both the node programming and in NRS and see if you are able to place calls.
