Sounds like you need either the ActionCaller or PhonePager from DominoComms (www.dominocomms.com). We use both applications with the 7920 and 7921. Works really well.
You have to have a separate web source to do this sort of thing. All of the 3rd party applications have to be installed like that. For instance I use the DominoComms (www.dominocomms.com) ActionCaller which provides an XML interface but its always from a separate server. Hope this helps!

Are you sure that you have the Enterprise parameters configured correctly. I would also use a sniffer and have a look at whether the phones are able to resolve the directory server etc. Personally I use the DominoComms MultiDir product as this give me access into my multiple worldwide clusters...

Its not possible within the standard Cisco CallManager to do this, not sure why, but its always been a problem. Have a look at the "Forward Lines" application from DominoComms (www.dominocomms.com) as this is a really nice fix to the problem (really help in shared group infrastructures).
