Sounds like the modem is not setup in EDC or may not be setup on the system.

I may be mistaken but I think the EDC DLLs are included in the Register and UnRegister batch files. The only file that may be missing is the EDC service itself. But, that should have been setup during the initial install. Do you have a list of the DLLs the EDC needs to run?

No you will have the same issues with 6.4 the underlying databases have changed. eFrequency has some limitations but I have always been able to work around them.
