Have this config working. For Junos < 10.4 you need a Radius server for assigning ip addresses to the phones. 10.4 has capability for local dhcp pools. There is a kb article at Juniper for Dynamic VPN, which has nearly the same configuration.

You don't need the Netgear VPN client license for Avaya VPN phones. Setup the FVX538 like it is described in that Technical Tip http://support.avaya.com/elmodocs2/ip_office/tech/Global_IP_Office_Technical_Tip_196.pdf and everthing is fine.
