I do have them on the same tenant,I did try putting them in another one but that did not work either,non-extension to co option is enabled for console cos,any more ideas?

it is the inspector that is making them do this apparently it is a new code in this area,they have been fine for the past 3 years now they just failed inspection due to the phone calling the front desk when the handset is lifted instead of calling 911,Thanks for the advice
