It appears, that all reports on cognos connection are saved in database which is specified on cognos configuration Data Access->Content Manager->CM. On that database are two users COGNOS_CONF and COGNOS_CONFIG. In this case there was lack of space on thouse users. Problem solved :).

After publishing new package version in Framework Manager there is error frown trying to open any of reports from that package for updating or trying to create new report in cognos connection. An error is like that:
IBJ-GZP-0100 The input is not in gzip format (bad magic number)...
