None of this is working. It doesn't make any sense, either. I've done the DTE securty reset and tried every password recommended. I guess recreating is my only option. That's fine, I guess, but it just doesn't make sense.

Just use the R9.1 UPG ADI LIC. I bet that your vendor is using a licensing source that takes a screen capture of all the licenses release for that particular FK # . At least that's what's happened to me before. If that's the case, they are not trying to sell you another Essential license...
