Did you give the windows account you are using for outlook full access permission to the users MB in exchange? You can try that. UMS is tough sometimes, thats for sure..
Change the logon for the contact store service to use an account that has permissions to the VRL and restart the service.. Also, if its 64 bit, the reg key goes in a diff spot.. Don't have it handy..
Go to the latest R8. ran into this when trying to get distributed to work... though it never did work in R8 even with the time stamp thing fixed on a custom build. Dist seems OK now on 8.1
For windows 7, go to the display settings and set your text size to default (100%) Fought with this for awhile, customer had a custom setting of 132%. It now works...
