Another option is upgrade to 3.2 and using mobile twinning...that passes caller ID as well, and the advantage is you can walk back to your desk and finish the call from your desk phone if you are in the area.
Do you have analog lines going to the system? If so, what are your voicemail recording levels set at? Maybe they are too high and it is detecting a "dtmf" tone in the callers voice. Run debug and watch while a message is being recorded and see if it recognizes a tone just before it cuts them off.
All you should have to do is setup a short code with the line group ID of the analog line and the feature "Dial"

401 or whatever the analog line group is.
Dial
Then all they would have to do is dial the shortcode and it will pick up that line - then they can dial out.
Try creating a shortcode that is [9]911, telephone number of 911, line group x, and feature dial emergency - also create one that is [9]11 ..... that is dial emergency as well.
