I do the IT support but have steered clear of PABX/phones.
The customer has had the robotic voice/stuttering issue for a while and we ended up in the situation where PABX people said Telstra and Telstra said LAN pabx issue.

The Australian track might be the way to go - Telstra are trying to replace the vine2000 as we have been having robotic voice and drop outs.
Multiple AccessOne units have turned up but they haven't been able to get them going

Connect to Telstra but the connection from the IAD to the PABX, saw floods of ISUP (below example) traffic busying out the lines and causing issues for call handling.
This might be related to dial peer configuration.
