You don't have an IP address confilct do you?, unplug the IPECS from the LAN and ping the IP address and see if you get a reply. 2 things on the same IP address casue odd things to occur.
Trying to get the voice mail to allow dial 0 to return to operator.
Incoming calls go to CCR table and then to extensions with extension busy/no answer forwarded to voice mail (VMIB card)
want the caller to be able to choose 0 during the message and return to the attendant
