Option to "Close all programs and log off" is missing

I've got two NT machines that only give the options of Shutdown and Restart when I click start shutdown. The option to "Close all programs and log off" is missing.

Where do I turn this feature on?

taskbar properties-"extended"- show logoff

Is extended supposed to be a tab?

I only get the Taskbar Options and the Start Menu Programs tabs. And I don't see an option for show log off.

yes.
in taskbar options is a scroll down menue, there is normally one option "show logoff in startmenue" or similar (donno exactly what the english expression is).
