Error: Unable To Run This Command.... 2

I copied some files via the command prompt and after all the files finish I went to check that they copied correctly and now I can only get a few programs to open. When ever I try to open any file on the desktop nothing happens at all (I double click and it's like I only clicked once). Also when I go to Start and select a program, I get an error windows that says "Unable To Run This Command".

I have rebooted and I am still having the problem. I have never seen this before

Were you copying files between computers? If so, which computer is having this problem, the source or the target? If on the source computer, are you sure the files were COPIED and not MOVED? What kind of files were you copying?
 
I just figured out what happened. Somehow the ESC key got stuck down on the keyboard and that for some reason kept me from accessing any desktop icons and start menu programs. But the funny thing is that I could access the same programs through the command prompt and also some other setting (ie - network and printers).

THANKS for your help and for the posts. They were both good ideas to start troubleshooting with the symptoms I was having. You both got stars for your help.
