Created a phantom extension and added a actda but did not work, only internal with external number incomplete call, what's missing?

Not sure - but normally if I have a problem I test by putting in a physical extension instead to test.

Don't know why it's set to only CFBNR but it works in this case.

I rarely work with station config, but perhaps COSSU--> COS --> FWDECA (Voice characteristic)

I would try FWDEXT. That is in mine, and I see sbcsu has it in his, but it doesn't appear to be in Ronnie's.
