CRSS-ALERT Button on Definity G3V6 other than Console 2

I'm trying to program Crisis Alert (crss-alert) button on a phone other than the console. The majority of the phones are 7406D & 7406+. When I try to program the button, it tells me it is invalid. Is there a restriction on type of phone that the button can be programmed on? Or maybe the version of software (G3V6i) did not allow it?
 
g3v7 is the software load where crss-alert button and programming was introduced.

I just want to clarify. Did Version 7 introduce the ability to have the crss-alert button on phones other than the console, or just crisis alert programming in general?
I currently have the crss-alert buttons programmed at the consoles and they do get notified of 911 calls. They just have a new corporate requirement that it needs to notify a dedicated device that is not used for anything else (i.e. phone calls) and be able to display where the call originated.
 
v6 introduced the attendant console button "crss-alert"
v7 and higher added 10 station capability for button "crss-alert" and CRISIS ALERT: Every User Responds? y on system-paramters features.
v8 and higher added system-parameters crisis-alert screen.
v13 added system-parameters special-applications (SA8608) - Increase Crisis Alert Buttons (S8700 only)? and (SA8654) - Crisis Alert Call Monitoring and Recording?
