My set up is as follows:

*No Vlans are being used for data or voice since I'm only testing about 10 phones at a time and this is a small test network.

Avaya IP Office connected to HP Procurve switch, default config
Windows Server 2008 R2 that is the DHCP server connected to the Procurve with option 242 and 176 configured for the IP phones.
Cisco 3750 24 port POE switch being fed from the Procurve, also with default config

I can get 46xx phones connected (DHCP option 176) to the cisco to register to the IPO via DHCP, but the 96xx phones will not. Its like option 242 info isn't being passed between the switches. Any idea's as to why this may not work, or what may be needed to get it to work? Thanks in advance.
