KX-TD816 - Station Busy and Programming Lock

Is it possible to lock programming on a phone so that for example someone cannot program direct CO line buttons into their phone or change the BLF keys, like I could with the Norstar systems?

Also, it seems that when a station is in use the all call page (33*) does not work - it says "busy". Can I program the stations to 1) allow a page to be made while a station is use, and 2) automatically hang up an intercom call when the other party disconnects. I find that people sometimes forget to hang up their extension and leave the whole system "hung up". I could only find a reference to outside lines in the program manual, but not intercom calls.

The phones in use are KX-T7433 models.

Not on the Td system wont eletronic re-hook or block key programming of keys.

no panasonic systems will allow paging to busy extension
