Incoming message size restrictions

Having issues receiving emails larger than 20 mg, below is where I have located message size fields, am I missing anything? I've changed sizes to 100,000 KB to try and that didn't work either, below is what they were and are current set to. We are on 8.5.3

Domino Mail Configuration settings:
Configuration tab |Configurations | Router/SMTP | Restrictions and Controls | Restrictions | Max Message Size | 0 KB

All Server Docs | Domino server | Internet Protocols | Domino Web Engine | Post Data | Maximum Post Data | 10000 KB

Protector SMTP settings:
Configuration | Settings | Max Message Size: 0 KB (default for no limit)

Any suggestions will be appreciated.
