Mail Merge Error Cannot Access Winword

When I try to access mail merge with Progress 9.1 in a Vista or Win 7 enviroment I get the following error. However XP and Server 2003 work fine.

Error occurred while accessing component propery/method: Execute. This method or property is not available because the document is not a mail merge main document. Error code: 0x80020009 (5890)
