Is there any way to erase and reformat a DVD + RW using OS 10.4.11 disk utility?

I am new to Mac, but what I was told you don't have to format a DVD-RW or a CD-RW on the Mac

     That is true if you buy a pre-formatted  disk. But you can only use it one time unless you do sessions.
     My DVD/VCR recorder/player will allow me to record and erase and/or reformat over and over on a DVD + RW

DVDs are just $0.10/pc, why not just burn a new one?  I think technically if you 'erase' a DVD that it is just appending to the TOC and makeing a statement to not display previously recorded sessions.  Multi-session DVDs and CDs are problematic across platforms.
