How do i insert a second navigation bar

I have seen the wonderful work on guardian.co.uk

I adore the menu they have used from a seo perspective - i think its very neat - im completely new to css but i have been watchin youtube videos were i get stuck and with the help of firebug its helped me alot

But now im drammatically stuck

i wish to install a second nav bar - which reall would act as my sub catergories - how do i go about this

same style as guardian.co.uk please
