Where in the world do Tek-Tips members come from?

I have had CS 3.1 installed for about 10 months and now I am starting to see an issue.  The symantec firewall is interupting connection to the server within Outlook.  

-Same policy file has been in use for 10 months now issues arise.
-If I update the policy, user can retrieve mail.
-Timeout in Outlook set for longer timeout.
-Is not hardware related (Replaced machine, same issue)
-Policy file is set to allow connections through port
-I will not disable incoming mail due to security concerns

I have about 40 users connected to the server via Symantec System Center.  Only one user is experiencing this issue.  

Has anyone else encountered this issue?  I cannot find anything on the web that works.
